• 一、全球化促進國際貿易之自由化，雖然普遍認為會使參與國互蒙其利，但是 亦造成所得分配不均之問題。試分析比較李嘉圖模型（ Ricardian Model ） 之比較利益模型，赫克歇爾－奧林模型（ Heckscher-Ohlin Model, H-O ）與 特殊生產因素模型（ Specific-Factors Model ）三個模型所隱含開放貿易對所 得分配之影響。其中勞動之報酬為工資、土地之報酬為地租、資本之報酬 是利息。

提示：

• ⑴ 李嘉圖模型，只有一個生產因素（勞動） ，假設生產兩種商品（食物與 衣服） 。

• ⑵ 赫克歇爾－奧林模型，一般有兩個生產因素（勞動與資本） ，生產兩種 商品（食物與衣服） ；假設食物為勞力密集，衣服為資本密集，而討論 中之甲國為資本豐富之國家。

• ⑶ 特殊生產因素模型，一般有三個生產因素（勞動與兩個特殊生產因素 －土地與資本） ，生產兩種商品（食物與衣服） ，生產食物需使用土地 與勞動，而生產衣服需使用資本與勞動，而討論中之甲國在開放貿易 後衣服價格上升。

•  分析說明開放貿易後，根據李嘉圖模型，所得分配會有何改變？ （ 5 分）

•  分析說明開放貿易後，根據赫克歇爾 -奧林模型，所得分配會有何改變？ （ 8 分）

• 二、美中貿易戰（ trade war ） ，互課報復性關稅，背離自由貿易所帶來雙方互 利，最後雙方受損。從賽局理論可以表示如下，策略（ strategy ）為自由 貿易或保護貿易；報酬矩陣（ payoff matrix ）如下，例如中國採自由貿易， 而美國採保護貿易，則結果為下表之右上角，中國之報酬為 -100 ，美國 為 200 ，依此類推。

•  賽局中有所謂囚犯困境（ prisoner's dilemma ） ，說明之。以上賽局中之 納許均衡，請說明是否符合囚犯困境？並試論為何美中雙方要進行協 商（ negotiation ）？（ 10 分）

上表是中央銀行年報所公布之我國國際收支會計帳（ balance of payment accounting ） ，其中包含五大項 A 、 B 、 C 、 D 與 E ，其關係如 下： A+B-C+D=E 。

請回答下列問題：

•  準備與相關項目 （ E ） ， 一般是指國際收支餘額 （ balance of payment, BOP ） 。 例如 108 年國際收支餘額為 166.58 億。根據上表，請問 108 年國際收 支餘額之增加與減少主要是由何項目造成？請問國際收支餘額是流量 或是存量的概念？並說明其與外匯存底之關係為何？（ 10 分）

•  臺灣之經常帳一直以來即呈現盈餘，根據美國之彼得森國際經濟研究 所（ Peterson Institute for International Economics ）之估計，臺灣之匯率 一直呈現低估之現象。根據馬簍條件（ Marshall-Lerner Condition ） ，貶 值有利改善經常帳，試說明何謂馬簍條件？另外，經常帳盈餘或赤字亦 反映國內投資（ I ）與國家儲蓄（ S ）之缺口。試根據國民所得會計帳（例 如從支出面： Y=C+I+G+CA ）與國家儲蓄之定義（ S=Y-C-G ）推導出 經常帳（ CA ）之餘額反映 S 與 I 之缺口。以臺灣而論，此缺口是 S 大 於 I 或 I 大於 S ？並評述經常帳持續的維持盈餘之利弊。 （ 15 分）

•  在美國川普總統上任後，對由中國大陸進口的產品課徵額外關稅，在此 情形下，有部分在中國生產的產品藉由轉運來臺灣「洗產地」 ，由中國 製變更為臺灣製。為杜絶此行為，政府也順勢修改貿易法，加重對洗產 地行為的處罰。洗產地行為基本上涉及到原產地認定的問題，請說明在 WTO 架構下對於原產地規定（ Rules of Origin ）的內涵。 （ 15 分）

•  美國貿易代表署代表 Robert Lighthizer 最近投書媒體，主張要改革 WTO ，必須要先解決區域貿易協定（ Regional Trade Agreement , RTA ） ， 如自由貿易協定（ FTA ）的問題。事實上 WTO 下 GATT 協定第 24 條 有規範成立 RTA 的規定，一直引起不少爭論。請說明 GATT 協定第 24 條重點，並進一步解析為何規定推動區域貿易協定（ RTA ）時，必須符 合「涵蓋大部分貿易」 （ Substantially All the Trade ）的要件？（ 10 分）
