今年夏天臺灣特別炎熱，氣溫屢破百年來的高溫紀錄。 2015 年巴黎 峰會要求各國訂定減碳目標，希望控制全球溫度於本世紀末上升不 超過攝氏 1.5 度，而臺灣亦於 2015 年通過 「溫室氣體減量及管理法」 ， 訂定目標 2050 年的溫室氣體碳排放量減到 2005 年的一半以下。試 擬行政院環境保護署致函直轄市政府，為能達成政府既定減碳目標， 除工廠和汽、機車務須嚴格管理外，於都市內綠建築、綠道路之推動 亦須全力以赴。

The Canadian government is hoping to use artificial intelligence (AI) to inform how it mounts legal challenges to immigration and refugee claims as part of a new pilot program. Ottawa plans on using the emerging technology to reduce government lawyers' need to perform their own legal research, a costly and time-consuming process. But there are already concerns that the nuanced and difficult nature of many refugee and immigration claims may be lost on those government computer systems, leading to massive human-rights implications. And the government admits that it hopes to use AI and machine learning, eventually, to help determine refugee applications themselves. The plan is all laid out in a request for information submitted to industry.

The request for information asks industry to submit their own technological solutions for a joint pilot project, run by Citizenship and Immigration Canada and Justice Canada, to 'support case law and legal research, facilitate trend analysis in litigation, predict litigation outcomes, and help develop legal advice and assessments,' according to a government spokesperson. The government hopes that, if the pilot is a success, front-line immigration officials in Canada and abroad could use this technology 'to aid in their assessment of the merits of an application before decisions are finalized.'

Lex Gill, a research fellow who specializes in AI and public policy, said replacing human work with algorithms, especially if the data that goes into them is itself flawed, will always pose potential human-rights concerns. 'There is the risk that instead of improving the situation, these technologies may just entrench or encourage unfair or discriminatory practices,' she said. But while the debate around those risks continues, Ottawa is already getting set to roll out the pilot project.

One of the most fashionable ideas in business is that companies should earn their crust from subscribers, who are 'locked in' for a period of time, rather than from customers who can easily switch to another provider at any time. Netflix offers a wall of TV for a monthly fee. And more are coming. Venture-capital firms are pouring money into subscription-based home-delivery firms that bring to your doorstep meals, pills or even fresh underpants. Zuora, a software firm, talks of the rise of the 'subscription economy.'

Several star firms floating their shares this year have subscription models. Dropbox, a cloud-storage firm, listed on NASDAQ on March 23rd and is worth $13bn. It boasts 500m registered users and wants to convert them into 'paying users,' of whom there are already 11m, who get a superior service. Spotify, a music streaming firm that listed on April 3rd, has 159m users but derives its $27bn valuation from 71m 'premium subscribers' who pay to listen without adverts. On average each generates 13 times more sales and 27 times more gross profit than users who pay no fee.

Two years ago, a group of elders in a village in north-western Uganda agreed to lend their land to refugees from South Sudan. About 120,000 are now in the surrounding area. Here they live in tarpaulin shelters and mud-brick huts on a patch of scrub where cows once grazed. Kemis Butele, a gravel-voiced Ugandan elder, explains that hosting refugees is a way for a remote place, long neglected by the central government, to get noticed. He hopes for new schools, clinics and a decent road - and 'that our children can get jobs.'

There are more than 20 million refugees in the world today, more than at any time since the end of the second world war. Nearly 90% reside in poor countries. In many, to preserve jobs for natives, governments bar refugees from working in the formal economy. Uganda has shown how a different approach can reap dividends. The government gives refugees land plots and lets them work. In some places, the refugees boost local businesses and act as a magnet for foreign aid. Mr. Butele and many other Ugandans see their new neighbors as a benefit, not a burden. Sadly, such attitudes are still the exception.

Refugees are 'brothers and sisters,'say many Ugandans. Mr. Butele was once one himself. But the welcome is also a pragmatic one. Northern Uganda is so poor that some locals pose as refugees to receive food aid. Others see refugees as buyers for local goods. Elsewhere in Uganda has indeed seen such positive spillover . One study from 2016 found that the presence of Congolese refugees in western Uganda had increased consumption per household. Another estimates that each new refugee household boosts total income, including that of refugees, by $320-430 more than the cost of the aid the household is given. That rises to $560-670 when refugees are given cash instead of rations.
