We should take into serious consideration some forms of air filtration system in most libraries for both preservation and maintenance. There is a considerable variety of types of filters available, and the most common include air cyclone, electrostatic apparatus, alkaline water sprays, and activated carbon. Electrostatic filtering is not recommended because electrostatic filters add the pollutant ozone to the air as they filter particulate matter. Dry filters instead are recommended. In specifying a level of filtering efficiency, it should be noted that the more complete the filtering process, the higher the cost because it requires larger fan systems to pull the air through the filters and thus consumes more energy. The more efficient filter will require more frequent servicing or replacement, as the particulate matters will accumulate more rapidly on the filters.

Good morning.

It is an honor to co-chair this regional meeting in Europe organized jointly by the Organization for Economic Cooperation and Development (OECD) and the World Customs Organization (WCO). As Chair of the OECD Task Force on Countering Illicit Trade (TFCIT), it is also a pleasure to welcome our partners to mobilize our collective commitment to strengthen international cooperation across sectors to combat the pernicious effects of illicit threats to our economies and communities.

The growth of the global illegal economy is one of the most daunting challenges we face today. Nowadays we see evidence of how today's global illegal economy is imperiling many of our shared interests. Illicit Trade is evolving into a convergence, a multi-dimensional matrix connecting an incredible array of illicit actors, networks, black market facilitators, and complicit financial hubs at critical nodes measured in space and time.

Tackling the issue of illicit trade in Europe and beyond has never been more timely. Criminal networks that are engaged in the illicit trafficking of narcotics, counterfeits, humans, illicit tobacco and illegal wildlife trade, pose not only an economic threat that results in loss of revenue for governments and businesses alike, but also harms the well-being, health, safety, and security of ordinary citizens.

As these threat networks converge, we too must unite. In fact, the illicit trade in products such as counterfeits, illicit tobacco, or antiquities sold across European, and other markets, fuel webs of corruption and criminality - and in some cases, finances terrorist activities across the Middle East and Africa.

Reports in recent years have shown how the trafficking of cultural heritage artifacts, such as stolen antiquities from Iraq, Syria, and Libya, have helped to finance violent campaigns by the Islamic State of Iraq and the Levant （ ISIL ） .

Other forms of illicit trade, such as organized crime and corruption associated in sport or counterfeiting, pose considerable threats to European economic prosperity and physical security. Over the years, counterfeit and pirated goods have not only helped terror groups stay in business, but have enabled them to finance their attacks in Europe and other regions.

I hope that we can expand the network of the OECD TFCIT by adding new members and stakeholders, so as to develop fresh ideas for countering illicit trade.

In the coming year, we also anticipate strengthening public-private partnerships to counter illicit trade in Southeast Asia. This objective will be advanced in partnership with the APEC and ASEAN economies through the APEC Pathfinder dialogue.

In closing, I offer my thanks to all of you and urge your continued dedication to this important work. Your contributions to this policy dialogue will guide our common path forward. Thank you.

Marketers are desperate to get students' attention before they turn into high-earning graduates. But students are hard to reach and cynical. How can brands target them?

Youth market trends analyst Sean Pillot de Chenecey advises companies who hope to market to students. He says there is no single strategy. Students organize their life on their mobile phones, respect brands that are ethical, but worry more about how they are going to pay off their debt than world peace. To get students' attention, marketers must offer them something that adds to their lives. It isn't enough to simply sponsor a music tour: they have to make the event happen. For example, Carling (a beer manufacturer) introduced live music at train station.

Offering students help with their education and careers is an effective marketing method. The Guardian newspaper runs careers fairs and offers discounts on its products, such as Guardian Student , a 32-page newspaper.

Red Bull, a successful energy drinks brand, uses what it calls 'energy teams' on university campuses. The company recruits teams of students and gives them a Red Bull car, which has a fridge. The students offer samples and give information about the product benefits. They do this on campus at sporting events and at times of the year when students might need an energy boost. 'It's extremely important that it is a student doing this and not a company sales rep,' says the company's consumer manager who runs the scheme. 'You need to have an approach that doesn't look like a sales pitch .'

Having an insider on campus can help marketers understand student life. Youth marketing agency, Virgin D3, has a database of students who act as 'field staff'. They ask them for help when planning an event at their university. Perhaps, by getting ideas from the students themselves, companies can find ways to reach this difficult market.
